short description of Alliance

First start was forming of national FOSS support and cooperation groups like OSS Alliance CZ did, this is the way how to support national FOSS community and work better on our purpose of using FOSS and Open Standarts in Goverment and School Sector. Right now, the future is being discussed and i'm meeting people from FOSS community around the Europe to spread the word of cooperation.
