In short, Archon will never be "perma" without the empowered shrine effect. Even at absolute max CDR that a wizard can achieve, there will be about a 7-8 second gap between casts. Also, with empowered shrine effect, there is still a forced 1 second gap between Archon casts.

Perma archon makes no sense anyway. Youll need so much CDR to get the CD to ~10 sec, youd have to reroll important stats.
