Anslinger, a dominant leader in the prohibition against drugs, devised advertisements and commercials to inform the public of the believed side effects of marijuana. Citizens who were high on marijuana were crazy, insane, suicidal, had murderous intentions, etc. according to the propaganda.[10] Disregarding the scientific research on the subject and the falsified claims, the Marijuana Tax Act passed in 1937 quickly and with little debate and no opposition in Congress.
