Campaigns work. They are cost effective, can achieve a lot quickly, and their impact can be long-term. But they require smart thinking and well-defined goals. They need a campaign plan tailored to target audiences. They need to resonate intellectually and emotionally. Reason persuades but emotion motivates. Few nations possess the expertise or capacity to create these effects successfully.
