Poliaci Jaroslaw Kozlowski (konceptuálny umelec a undergroundový galerista) a Andrzej Kostolowski (kritik) uverejnili manifest NET v roku 1971 (o rok neskôr vyšiel znova) a rozoslali ho 189 medzinárodným umelcom, ktorých vyzvali stať sa "spolukurátormi NETu". postupne tak vytvorili medzinárodnú korešpondenčnú sieť, v ktorej o.i. boli Walter Aue, Peter van Beveren, Ugo Carrega, Ken Friedman, Jorge Glusberg (CAYC), Richard Gollner, Klaus Groh, Elwyn Lynn a Jiři Valoch. Kozlowski: "In 1971 or 72 my friend Andrzej Kostolowski and I wrote a kind of manifesto called "Net"". We sent out to artists all over the world to invite them for exchanges of ideas which ignored the existing gallery situations. A kind of alternative network of artists. A list of all the artists involved was also sent out. After one year I decided, because I had recieved so much information in response, to make some kind of exhibition of this material in my home. I invited ten people to see it. The police came, somehow they were already prepared with some sort of interpretation of what I was doing; that I was involved in some kind of anti-communist political structure which was opposed to the system. They nearly had me thrown out of the academy. Then for one year I was under very heavy investigation by the secret police and for five years I was not able to leave the country. They took my passport." (zdroj) "This network grew to include about 200 addresses from 15 countries, tying-in with other networks such as 'International Artist Co-operation' (IAC), West German Klaus Groh's Xeroxed newsletters, which contained addresses, articles and project information. This publication continued until 1978 and was much imitated in a general desire on the part of networkers to disseminate information to more and more existing and potential networkers. This East / West link, was of considerable importance to the optimism of the artists of the Eastern Block countries because it gave them a cultural link with the West."
