Training Programme for Cultural Network Management Riga, December 3 - 5, 2009

By addressing issues of cultural sustainability with focus on networking, the Training Programme for cultural network management entitled "Organized Networks" will take place in Riga, December 3 - 5, 2009, gathering together representatives from more then 20 cultural organisations, new media centers and networks from Baltic, Nordic and other European regions, as well as Caucasus countries.

The Training Programme is co-organised by the RIXC, the Center for new media culture (Latvia) and partners from Finland (Pixelache festival, MARIN Association), Norway (Piksel, iolab, Atelier Nord), Iceland (Lorna), Sweden (Kultivator, C-Studio/Interactive Institute, New Media Meeting), Denmark (FieldWork, WindFestiva/Energy Academy), Lithuania (KCCC), Latvia (Association for Cultural NGOs), the Netherlands (Baltan Laboratories), Armenia (ACCEA/NPAK) and Georgia (Center for Contemporary Art - Tbilisi, GeoAir).


. . . Conceptual background

The current global crisis motivates us to think again of "how to remake the world" as many of methods used previously have turned out finite and unsustainable. Today, new approach in terms of both - design and production is urged nearly in all fields, including culture.

The idea of "networks" is not new, but it contains potential that hasn't been exploited to a great extent yet. New media networks have already had more than ten years of history. Translocal as well as local networking has played an important role in supporting operation of small-scale cultural organisations.

However, networks as such are not only virtual structures, there are real people and real technical infrastructures behind them. Our network culture today is also faced by sustainability issues. We are asking now: how to work out new strategies and methodologies for improving and developing more sustainable translocal cooperation practice ("organized networks")? And how to develop new (network-based) models for facilitating individual / local cultural organisations ("network nodes")?

The idea of "organized networks" (as proposed by Ned Rossiter, Geert Lovink) poses a question, can network be seen as a new form of institution, and considers that it is relevant not only to work out new methodologies for networking practice - i.e. tools and protocols (agreed ways to support activity in the network), but also to discuss 'collaborative value system' (dealing with issues such as funding, internal power plays, and the demand of "accountability" and "transparency", etc.).

The Training Programme will investigate what strategies "organized networks" can offer for sustainable development in cultural sector, and, in particular, in translocal cooperation. The Training Programme will specifically focus on evaluating the cultural network practice of Baltic-Nordic-EU region. This will include NICE and Pixelache festival networks, Baltic-Nordic artists residency programmes, Nordic funding structure, future development of new media art centers, their local and translocal cooperation strategies, etc. Ways how networks can create and sustain their own infrastructure will also be discussed.

Geographically, the Programme also aims to enhance European cultural area by drawing out new cultural cooperation axis connecting Nordic, Baltic and Caucasus regions on the Northern and Eastern border of Europe.

With regard to the content, the Training Programme will explore the potential of emerging interdisciplinary cooperation among the fields of arts, science and sustainable (information and energy) technologies, in order to set up a common ground for developing Art and Renewable Energy Network and to discuss possible future co-projects.
Seminar will also discuss how artists, new media activists, renewable technology researchers, social software developers, open source activists, designers of autonomous and alternative infrastructures who already work together, deal with sustainability issues, discussing how may cultural organizations and their networks benefit from these artistic innovations for building their future sustainability.

Urban In/Visibility, Access and Zoning

Space is a social practice. Over the last decades, mobility of people,
goods, and information across distances large and small has become an ever
more salient aspect of a wide range of social practices. New technological
regimes have been created to enable and control this movement and new
practices are remaking urban spaces. As an effect, one and the same space
might have vastly different characteristics depending on how people
interface with the technical grid. This ranges from new ways of coordinating
one's movements through space with the help of new mobile technology, to
electronic tagging technologies to monitor and restrict the movement of
people as a form of criminal punishment, to the construction of special
access zones (where certain people can either not enter, or not leave) which
create new areas of invisibility. Yet, there is also the promise of using
the civic and participatory potential of the new technologies to re-connect
people with the local places they live-in. The sociologist Manuel Castells
speaks in this context of the re-ordering of the space of places through the
space of flows. The analog logic of geography encounters the digital logic
of communication networks as lived space turns into a mosaic of practices,
sometimes intersecting, sometimes conflicting and often bypassing each
other.

For the first time in world history a majority lives in cities but the
cities' form itself is challenged and stratified into a grid of distinct
sectors. Virtual and physical space increasingly fragments into fully global
zones along intensely local spaces in a single geographic domain. Urban
development is defined by the vectors of knowledge and power. Information in
its social expressions manifests in physical environments, and in the
shaping of urban spaces. Metropolitan architecture has to accommodate
locations of the virtual and the new laboratories of the mind where humans
and machines shape each other in the production of meaning.

World-Information City Paris 2009 is a two day conference that will focus on
four major themes within the wide field of new urban geographies: First, it
will focus on new theories to reframe the essential role played by
mobilities of all kinds. They pose a major challenge to social and urban
theories, which often remain implicitly static. Secondly, it will look at
how global flows and local dynamics intersect and shape cities in
particularly dynamic cases, such as Bangalore, India. Thirdly, it will
investigate remaking of urban spaces through new forms of conflict and
strategies of security. And in the final panel World-Information City will
look at emerging patterns of distributed action in space and new approaches
to map them.
Each of these themes will be addressed by two or more of the most
outstanding thinkers followed by an open audience debate. A range of
additional of workshops provides the opportunity to discuss some of these
issues more in depth. High-level presentations and discussions will offer
thoughts on urban transformations in a digitally networked world as a
valuable resource to be consulted for a long time in the future.

The symposium ‘Positions in flux: On the changing role of the artist and institution in the networked society’ will center on some of the major questions regarding the current and future development of contemporary art and digital culture: Which impact has art on politics and can it contribute to the solution of conflicts? How does the wide spread of digital technologies influence the creation of art and mould individual digital cultures? Are there new models of art production and curating coming up? The three panel discussions follow a clear thematic scheme and try to bring in as much expertise and viewpoints as possible. The panels are interlinked and designed to initiate an ongoing discussion among the participants. The conference language is English. The symposium will be streamed from TrouwAmsterdam. Online audiences will have the opportunity to participate in the debate in the live discussion forum. The results of the debate and its main contributions are reviewed and published online on the New Media Art Platform.

The symposium is part of the ‘Here We Are - There We Go’ programme at the Netherlands Media Art Institute, May 8th till 10th, 2009 which takes place on the occasion of the Institute’s 30th anniversary. This panel will look at the geographical shift that media culture currently undergoes and that will shape the future of this field. In the past, Europe, North America and Japan were at the forefront of digital production, design, art and technological research. Now that digital technologies become available at lower prices and spread more widely on the globe, new digital communities flourish. This panel looks specifically at new initiatives and bottom-up organisations in other parts of the world such as East Europe, the Middle East, Africa and South America, trying to understand what characterizes these initiatives. In how far do local and national cultures shape digital culture? Do these initiatives share common experiences and challenges, or is there no common ground to be found? Which kind of art arises from these new nodes on the digital map? How can we support the growth and establishment of these organisations?

simultaneous transcription. Sending snippets of communiqués across the
ether, the work plays with interpretation, point of view and the
imperfections of streaming technology.
Seeing the desktop as an exotic place where the world converges
through RSS, the performance explores the limits of translation,
immediacy and communication.

European Sound Delta is a mobile project on the Danube and Rhine
rivers focusing on radio and media art using the sounds of European
cities. Two teams will be traveling both rivers this summer; recording
sounds, producing live performances, and broadcasting radio featuring
sound artists. The project will involve eleven different countries. V2_
will be the fourth stop of the European Sound Delta traveling festival
with performances and broadcasting especially for headphones.
