It seems that decision to transform catastre registers from 2D to 3D was a wise decision. Not only we started to think about the "realities" in the concepts of "volume" and not "surface" , it also allowed the city to become more wealthy. As we all know during the chaotic past decades, Automata proposed the formation of protective Membrane but only under the condition that human population of the city will agree with polisalization* of all the free "volumes".
